THE DIARY This diary contains the minutes of two organizations which came into existence in 1920. 1: United India Home Rule League of Canada - 1717 - 2nd Ave W Vancouver B.C. 2: The Hindustani Swaraj Sabha of Canada – 1872 - 2nd Ave W Vancouver B.C. Both organizations are linked to India’s Independence Movement started in Vancouver B.C. The first ten pages (1-10) cover the proceedings of the United India Home Rule League of Canada, with Mr. Rahim at the helm of presidency. It began on July 5, 1920 and abruptly ended after August 21, 1920. The causes and reasons for its closing are not clear from the proceedings. Pages 11 and 12 are blank. Pages 13-50 cover the proceedings of The Hindustani Swaraj Sabha of Canada. It’s evident from the members list on page 13 that a new organization, ‘The Hindustani Swaraj Sabha of Canada,’ came into existence, including members of the previous organization along with the new members, less Mr. Rahim. It took over the old organization under a new president, Babu Kapoor Singh, with Hardit Singh as its secretary. It operated in the same place until it established its own office at 1872- 2nd Ave W- a house owned by the Khalsa Diwan Society. Whoever recorded the minutes, whether secretary or president, is not clear. My calculated guess is that it’s not the president Kapoor Singh. Either it’s the secretary Hardit Singh or Munshi Ram. It’s more likely Munshi Ram as it’s evident from July 28, 1920 meeting item 3, the first line, page 6. Next could be Gurdit Singh in year 1921 and Ishar Singh in the year 1922. Whoever recorded the minutes of the new organization in the first meeting, started with a Sikh prologue- “Aik Onkar Sat Gur Parsad” *, meaning - ‘With the grace of one GOD, who is True.’ This Sikh Grace is commonly written at the beginning of any writing e.g. letters, or an article and any ceremonial or non-ceremonial functions or rites similar to a tradition in all Eastern Religions. (* It’s translated in many different ways by different translators and scholars ) In spite of the Sikh Grace on top in the middle of page 13 before the minutes, this organization was very secular to its core, which is evident from many instances in the diary, especially the following three strong ones - 1: There are active Hindu and Muslim members in various committees and main body on page 13. 2: Invited Dr. Hardikar, an Indian Nationalist from New York in February, 1921 (page 23) to deliver a lecture. 3: In April 1922, Mr.Wadia, a Parsi of Bombay was touring North America. This organization in its April 16, 1922 meeting, passed a resolution to contact him, inquiring whether he has the same beliefs as this organization. However, they didn’t end up entertaining him, as he was a religious preacher, preaching Parsi religion (page 47, April 22, 1920 meeting minutes). This organization functioned until July 23, 1922, as per the diary’s last entry (page 50). 1 In the first organization’s proceedings, Mr. Kapoor Singh and Babu Kapoor Singh is one and the same person: the proprietor of ‘Kapoor Saw Mills’, Barnet village, Burnaby 1938–64 - presently known as Barnet Beach, and one in Sooke Lake on Vancouver Island. For verification, refer to - Jewels of Qila by Hugh Johnston, page 90. Mr. Kapoor Singh also served on the second organization. So did Mr. Rahim in 1922. The diary is written by at least three different people, which can be inferred from handwriting, phrases, and spelling of Punjabi words e.g. Diwan as De ban with space. Wadu as badoo, Akali as kale. Canada as K’nay’da and Canada. Akbar as Akwr. Even the Grace written at the top of page 13, has different spelling than the Granth Sahib, The Sikh Holy Scripture. e.g. sat, parsad and Guru is separated from sat. The recorder has a good knowledge of the democratic procedures of conducting meetings, taking minutes, and sculpting the Constitution of a democratic Organization. The second organization, THSSOC, had a link to Baba Gurdit Singh, the leaser of Komagata Maru, the Akali Party known as Khalsa Diwan in Punjabi, and the Indian National Congress in India. This is evident from the correspondence mentioned in the various meetings and money sent to aforesaid organizations. This organization had some concern re: Komagata Maru Fund collected from the community, but kept itself at bay and didn’t interfere with the special investigating committee. THSSOC also had close ties with the Khalsa Diwan Society (KDS) of Vancouver, and the Gadar Party, because most of its members were also KDS and Gadar Party Members who attended some meetings. To name a few, Bhai Bag Singh, Bhai Mit Singh, Bhai Gurdit Singh. When we look at the average minimum wages in 1920, the minimum $10.00 membership of THSSOC is an indicator of the love that this organization, and the people in that era in general, had for their Motherland India, its independence, and equal rights and citizen status in Canada. There are three most important items in this diary. 1: The speech of Babu Kapoor Singh (page 39). 2: The link of Swaraj Sabha with Baba Gurdit Singh of Komagata Maru (page 48). 3: Signatures of Babu Kapoor Singh and Gurdit Singh (page 22 and 23). Based on the contents and information contained in this diary, it is clear that this is a very valuable document. It gives a deep insight into the Independence Movement of India in Canada, and their struggle to achieve equal human rights, not only in India but also in Canada. -Kalwant Singh Nadeem Parmar 2 DATE ITEM July 5, 1920 1 1:- On July the 5th, 1920, League held its meeting to elect its office bearers in the lower hall of Gurdawara. Following persons were present- 2:- 1: Mr. Rahim 2: Munshi Ram Ji 3: Babu Kapoor Singh 4: Sohan Singh 5: Bal Mukand 6: Bhai Mit Singh 7: Batna 8: Harbant Singh. 3:- Bhai Mit Singh read the minutes of last meeting and Mr. Rahim was elected the President of the meeting, unanimously. After he sat in the president’s chair, office bearers election commenced. 4-1:- Munshi Ram proposed, Babu Kapoor Singh second it, Mr. Rahim was elected the President of the Committee (League). After this, Bhai Mit Singh declined to become a secretary even on every ones proposal and repeated requests and insistences. 4-2:- On Harbans Singh’s proposal and seconded by Bhai Mit Singh, Munshi Ram was designated as Secretary. 4-3:- Harbans Singh was nominated as assistant secretary to work with Munsi Ram and the motion that, ‘he will work in the office’ was carried. 5:- On Bal Mukund proposal and Kapoor Singh seconded it, Mit Singh was designated as Cashier. 6:- Passed unanimously that, ‘Rule and Regulations’ (Constitution) of the League be printed in English and translated into Gurmukhi. Cashier Bhai Mit Singh and secretary Munshi Ram should be authorised to sign the cheques. (Carried) 9:- Next - The meeting was adjourned till end of July. (End of page 2) 3 N. P. Word Bhai stands for Mr. 3 July 17, 1920 Today’s date was fixed to hold the meeting and the league’s executive to be present at league’s office - 1717 2nd Ave W. But, only four members – Munshi Ram ji, Bhai Mit Singh, Batna and Harbans Singh showed up at the fixed time. Due to lack of quorum and after waiting for some time, on secretary’s decision, the meeting was postponed to July 24. July 24, 1920 Today, the league’s meeting was held at the league’s office -1717 2nd Ave W. Five members - Munshi Ram, Kapoor Singh, Bhai Mit Singh, Harbans Singh and Bhai Batna were present. 1:- Circular was read and accepted (unanimously) to be printed and sent everywhere. 2:- Passed that - for the time being, we (League) should print some membership forms on litho. 3:- After inquiring, 500 to 1,000 copies of the League’s laws and bylaws (rules and regulations) should be printed. Gurdwara Stockton should be contacted and asked in writing if it can print it for us. If it can - then get it printed from there. 4:- Munshi Ram proposed that - A Muslim brother should be our member. Passed that – either Subdulla or Mohammud Akbar should be contacted. 5:- Passed that – 1,000 letterhead and 500 envelops with league’s name should be printed. (End of page 3) 4 July 24, 1920 6:- Bhai Mit Singh presented that ‘Diwan’ (Khalsa Diwan Society of Vancouver BC) has received a letter from Hong Kong. At least twenty people are there and C.P.R. is not issuing them tickets. League should do something for them. Passed that - On behalf of the League, Harbans Singh and Babu Kapoor Singh should go and enquire from C.P.R. officers and find a solution to resolve this problem. 7:- Munshi Ram proposed that League should import, ‘Bang-e-India’ from India or London and many other Gurmukhi books and newspapers. This proposal was deferred to deal with at some other time. The meeting was adjourned after deciding that next meeting would be held on July 28th at Mr. Rahim’s residence. ======== ============== July 28, 1920 The league’s (Executive) committee held its meeting at Mr. Rahim’s residence. Five members - Mr. Rahim, Munshi Ram, Babu Kapoor Singh, Bhai Mit Singh and Harbans Singh were present. 1:- First, the printed membership Application Form was presented. It was accepted. After this, that letter, which came from Hong Kong to the secretary of Khalsa Diwan to make some arrangement with C.P.R. (for twenty men) to come over here, was read. Passed that they should be helped. (End of page 4) Note: Phrases and words in brackets are translator’s to clarify the subject matter. 5 July 28, 1920 After this – Bhai Bhagwan Singh ji, president of Khalsa Diwan (Society) Vancouver and Bhai Mit Singh ji, secretary of Diwan, said that both of us have been sent by the Khalsa Diwan (Society) to meet League committee. Last Sunday on July the 25th, We - The Diwan Committee - called a special meeting by sending letters to everywhere to take a decision on sending the fund money to the Country (India). And after a long discussion, this decision was taken that – ‘All the funds, that have been collected so far, is Diwan’s effort. Therefore, total Dollars (money) either in the possession of League or Diwan, Diwan will send it itself and on its behalf. And in future, any work undertaken will be carried by League.’ 4 3:- In reply to above (statement) I, Munshi Ram said that – If Diwan wants to send money itself separately under its own name then it can send that money which is in its possession. But, it has no right on League’s money. On this it was passed that League will call its full committee meeting to take a decision on this matter. The secretary was assigned to inform every member. Mr. Rahim said that – whatever decision Diwan had made in July 25th meeting, its one copy, under constitution, should be presented to League and be given to the secretary of the League. 4:- Babu Kapoor Singh said that – Undersecretary should be paid full pay. It was seconded by Munshi Ram. On Mit Singh’s request and with the permission of President, the meeting was adjourned. Next meeting to be held on August 15th at 12:00 noon. (End of page 5) 6 August 6, 1920 1:- A special meeting was called on August 8 on the death of Maharaj Tilak and discussed - how to pay sympathy, homage and respect? Mr. Rahim, Munshi Ram, Babu Kapoor Singh, Bhai Mit Singh and Harbans Singh were present in this meeting. Bhai Mit Singh said that – What is written about Maharaj Tilk in newspaper (The) ‘Province’; a telegram should be sent to Mr. Hardikar in New York to verify the authenticity of this news. Carried. 2:- Kapoor Singh proposed that a condolence telegram should be sent to country (India) on receiving the reply (if verified true). Carried. 3:- Harbans Singh proposed that – As Mr. Maharaj Tilak was a leader of a great country, so the telegram should be sent to the Head Office of Congress (Party). 4:- Kapoor Singh proposed that copy of telegram should be sent to Congress offices in each Province. Carried. 5:- It was passed that - the printed copy of the telegram should be sent to every famous (popular) newspaper and one special copy should be sent to Sikh League in Amritsar. 6:- A Memorial Fund should be opened in the name of Maharaj Tilk. 7:- Passed - that Undersecretary be permitted to send a telegram to Country (India) on receiving a reply from New York and telegram should be shown to Mr. Rahim. (Received / Sent) And the drafted telegram should be written in the minute book. 8:- Passed that – The Diwan should be requested that – Diwan and League should send a joint telegram. 9:- A cheque in the amount of $55.00 was written for the telegrams expense. 10:- Passed that – League’s rubber stamp should be made. (End of page 6) 7 The draft of the telegram sent to New York is as follows – Mr. N. S. Hardikar, 1400 Broadway New York. Hindustani Public of Canada Deeply mourns Death of Maharaj Tilk - What form of National activity to commemorate his memory is taken in India. Who are the committee. We want to contribute there to. Reply by wire. Secty. United India Home Rule League 1717- 2nd Ave W. Vancouver 11:- After this passed that – A Akand Path or Simple Path should be commenced in the memory of Maharaj Tilk. This should be done with full consent of Khalsa Diwan (Society). After this. On the request of most members the meeting was adjourned. The next meeting will be held on August 15, at 12.00 Noon at 1717 -2nd Ave W. Draft of the Telegram sent to the secretary of Congress – 5 Secretary Indian National Congress Bombay All Hindustani in Canada Deeply mourn Maharaj Tilk’s death. Urge all India (to) commemorate his glorious memory by securing autonomy and self-determination for India. Express our condolences to his bereaved family. United India Home Rule League and Khalsa Diwan (Society). (End of page 7) 8 August 21, 1920 League’s committee held its meeting in its office at 1717 2nd Ave. W. Following members were present- Mr. Rahim, Pandit Bal Mukind, Bhai Mit Singh, Bhai Banta, Harbans Singh and Munshi Ram and Babu Kapoor Singh, who left after giving his written detailed opinion which was read. Last meeting’s minutes were read. Accepted as written. Next, the letter from Victoria Diwan and telegram from Mr. Hardikar were read and filed. Pandit Bal Mukind proposed that Diwan and League committees have a conference next Sunday to finalized the decision on sending the money to the Country. Bhai Mit Singh seconded it. Passed that – A letter should be sent to Diwan’s committee stating - a conference will be held next Sunday in Gurdwara’s Main Hall between the two committees. Passed that - A letter should be sent to all the managers of the Mills to give leave to all Indian workers on the Akhan Path of Maharaj Tilk. And all our members should be requested to come, attend and show their sympathy if the Mills close on that day. Passed after discussion that – the matter re: the pay of office worker be resolved in next Saturday’s meeting. Next, with the permission of the president, meeting was postponed till August 21, 4 PM. (End of Page 8) 9 August 21, 1920 League’s committee held its meeting at 4 PM in its office -1717 2nd Ave W. Following members were present – Mr. Rahim, Munshi Ram, Bal Mukind, Kapoor Singh, Harbans Singh, Mit Singh and Bhai Banta. Last meeting minutes were read and accepted unanimously as read. Letter from Stockton Diwan’s secretary was read. Letter, along with money, from the associate of Lady Smith Lumber Co. was read and was accepted with great gratitude. Passed that a letter of thanks should be written and sent to them. Letter from Victoria was read again. Passed that – Babu Kapoor Singh, Bhai Doman Singh and Bhai Harbans Singh will go there after setting a meeting time with (Victoria Diwan) to collect funds and enrol new members. Babu Kapoor Singh proposed that Under Secretary shouldn’t be a paid person and in this meeting a person should be ready to worker honorary or on less pay. Otherwise, the work will stop. Mr. Rahim seconded it. Mr. Bal Mukind responded – It’s very difficult and impossible to get a person in short time and so quick. We need some time. Mit Singh seconded it. Passed that - It should be tabled till next meeting on September 11th 1920, 4 PM at 1717 2nd Ave W. Passed that – A letter should be written to Dr. Hardikar (end of page 9) to ask if he sent any letter to League after the telegram. On presenting Undersecretary’s salary bill, Bal Mukind said that we, the executive members, will pay his salary privately and it will be considered as honorary. All members thanked him for this decision. Mr. Rahim seconded it and passed. Note:- Here the diary stops abruptly. Even the next two pages 11 and 12 are blank. On page 13, a new organization comes into existence and takes over. 6 It’s very hard and difficult after one hundred year to visualise the situation and find a reason why this organization closed? 13 MINUTE BOOK EK ONKAR SAT GUR PARSAD (‘With the grace of one GOD, who is True.’) (The Sikh Grace) THE HUNDOSTAN SWARAJ SABHA OF CANADA (The India Independence Society of Canada) January 14, 1921 Today, under the patronage of Khalsa Diwan Society, a meeting of undistinguished Indians was called for the purpose to form a National Society, in the basement hall of Vancouver Gurdwara. Meeting time was 4 PM. Many brothers were present at time. On the proposal of Gurdit Singh and seconded by Master Harnam Singh, Kapoor Singh was nominated as president. On Narang Singh’s proposal and seconded by Harnam Singh, Bhai Mit Singh was designated as secretary. After long discussion, Gurdit Singh presented that – To achieve our goal and fulfill our aim, today, we should nominate some brothers in the form of a committee, who will, prepare the ‘Rules and Regulations’ of the new Society (League) under the guidance of Khalsa Diwan Society. Mohammad Akbar corroborated it in very strong words. It was further authenticated by Bhai Mit Singh. The proposal was accepted unanimously. Accepted unanimously. (End of page 15) 16 January 15, 1921 THE HUNDOSTAN SWARAJ SABHA OF CANADA Proceedings (The India Independence Society of Canada) 2:- Babu Kapoor Singh proposed and Munshi Ram seconded it that - The Rules and Regulations of the United Home Rule League should be Rules and Regulations of this society. On the request of Gurdit Singh president read it. They were accepted with little change. 3:- Gurdit Singh proposed that – Diwan is a reliable society and our work cannot be completed with out the reliability and help of Diwan. So we should always take one person on behalf of Diwan as president or as a representative to sign the cheques so that all our countrymen have faith that their rendered help is not misused and spent on unfit work. Bhagwan Singh substantiated. Accepted unanimously. 4:- Mit Singh Proposed and Munshi Ram substantiated that – Whenever this society collect donation for the National Purpose, it should get permission from Diwan. Accepted unanimously. 5:- Mit Singh proposed that – In our country there are many persons who are imprisoned or facing hardships in jails or other places and their families and children are suffering. So, we should appeal our brothers. (End of page 16) 17 January 15, 1921 THE HUNDOSTAN SWARAJ SABHA OF CANADA Proceedings (The India Independence Society of Canada) Bhagwan Singh substantiated. Recommended unanimously. 6:- Master Harnam Singh proposed and Kharak Singh substantiated that – Dollars five ($5.00) should be collected as membership from every member of this society. Some Brothers objected that membership is too much. The Majority was in favour. Carried. 8 7:- Gurdit Singh proposed and Maiher Chand substantiated that – Babu Kapoor Singh should be the President of this Society. Carried. 8:- Master Harnam Singh proposed and Waryam Singh substantiated that – Gurdit Singh should be the Secretary of this Society. Accepted unanimously. 9:- Babu Kapoor Singh proposed and Tarlochan Singh substantiated that – Gian Harnam Singh should be the Cashier. Carried. 10:- Narang Singh proposed and Gurdit Singh substantiated that – Master Harnam Singh should be the Vice President. Carried. 11:- Master Harnam Singh proposed and Gurdit Singh substantiated that – Bhai Mit Singh should be the Vice Secretary. Carried. (End of page 17) 18 January 15, 1921 THE HUNDOSTAN SWARAJ SABHA OF CANADA Proceedings (The India Independence Society of Canada) 12:- Rao proposed and Munshi Ram substantiated that – Bhai Narang Singh should be the Vice Cashier. Carried. 13:- President adjourned the meeting after announcement that – The next meeting will be held on Monday, January 24th at 7 PM and requested everyone to attend. (End of page 18) 19 January 24, 1921 THE HUNDOSTAN SWARAJ SABHA OF CANADA Proceedings (The India Independence Society of Canada) Today at 7 PM, the above Society held its meeting at 1872 – 2nd Ave W. Mohammad Akbar substantiated and Master Harnam Singh re-corroborated and proposed that - House #1872 2nd Ave W. should be rented from Diwan. Accepted unanimously. 2:- Gurdit Singh proposed and Maihar Chand substantiated that – Five more members should be taken from nearer places. 1: Victoria 2: Fraser Mills 3: Abbotsford 4: Timber Land Mills 5: Christian Beach. Carried. 3:- Tarlochan Singh proposed and Waryam Singh substantiated that – Whoever, becomes the member of this Society, should send his monthly membership dues compulsory. Full text | THE DIARY This diary contains the minutes of two organizations which came into existence in 1920. 1: United India Home Rule League of Canada - 1717 - 2nd Ave W Vancouver B.C. 2: The Hindustani Swaraj Sabha of Canada – 1872 - 2nd Ave W Vancouver B.C. Both organizations are linked to India’s Independence Movement started in Vancouver B.C. The first ten pages (1-10) cover the proceedings of the United India Home Rule League of Canada, with Mr. Rahim at the helm of presidency. It began on July 5, 1920 and abruptly ended after August 21, 1920. The causes and reasons for its closing are not clear from the proceedings. Pages 11 and 12 are blank. Pages 13-50 cover the proceedings of The Hindustani Swaraj Sabha of Canada. It’s evident from the members list on page 13 that a new organization, ‘The Hindustani Swaraj Sabha of Canada,’ came into existence, including members of the previous organization along with the new members, less Mr. Rahim. It took over the old organization under a new president, Babu Kapoor Singh, with Hardit Singh as its secretary. It operated in the same place until it established its own office at 1872- 2nd Ave W- a house owned by the Khalsa Diwan Society. Whoever recorded the minutes, whether secretary or president, is not clear. My calculated guess is that it’s not the president Kapoor Singh. Either it’s the secretary Hardit Singh or Munshi Ram. It’s more likely Munshi Ram as it’s evident from July 28, 1920 meeting item 3, the first line, page 6. Next could be Gurdit Singh in year 1921 and Ishar Singh in the year 1922. Whoever recorded the minutes of the new organization in the first meeting, started with a Sikh prologue- “Aik Onkar Sat Gur Parsad” *, meaning - ‘With the grace of one GOD, who is True.’ This Sikh Grace is commonly written at the beginning of any writing e.g. letters, or an article and any ceremonial or non-ceremonial functions or rites similar to a tradition in all Eastern Religions. (* It’s translated in many different ways by different translators and scholars ) In spite of the Sikh Grace on top in the middle of page 13 before the minutes, this organization was very secular to its core, which is evident from many instances in the diary, especially the following three strong ones - 1: There are active Hindu and Muslim members in various committees and main body on page 13. 2: Invited Dr. Hardikar, an Indian Nationalist from New York in February, 1921 (page 23) to deliver a lecture. 3: In April 1922, Mr.Wadia, a Parsi of Bombay was touring North America. This organization in its April 16, 1922 meeting, passed a resolution to contact him, inquiring whether he has the same beliefs as this organization. However, they didn’t end up entertaining him, as he was a religious preacher, preaching Parsi religion (page 47, April 22, 1920 meeting minutes). This organization functioned until July 23, 1922, as per the diary’s last entry (page 50). 1 In the first organization’s proceedings, Mr. Kapoor Singh and Babu Kapoor Singh is one and the same person: the proprietor of ‘Kapoor Saw Mills’, Barnet village, Burnaby 1938–64 - presently known as Barnet Beach, and one in Sooke Lake on Vancouver Island. For verification, refer to - Jewels of Qila by Hugh Johnston, page 90. Mr. Kapoor Singh also served on the second organization. So did Mr. Rahim in 1922. The diary is written by at least three different people, which can be inferred from handwriting, phrases, and spelling of Punjabi words e.g. Diwan as De ban with space. Wadu as badoo, Akali as kale. Canada as K’nay’da and Canada. Akbar as Akwr. Even the Grace written at the top of page 13, has different spelling than the Granth Sahib, The Sikh Holy Scripture. e.g. sat, parsad and Guru is separated from sat. The recorder has a good knowledge of the democratic procedures of conducting meetings, taking minutes, and sculpting the Constitution of a democratic Organization. The second organization, THSSOC, had a link to Baba Gurdit Singh, the leaser of Komagata Maru, the Akali Party known as Khalsa Diwan in Punjabi, and the Indian National Congress in India. This is evident from the correspondence mentioned in the various meetings and money sent to aforesaid organizations. This organization had some concern re: Komagata Maru Fund collected from the community, but kept itself at bay and didn’t interfere with the special investigating committee. THSSOC also had close ties with the Khalsa Diwan Society (KDS) of Vancouver, and the Gadar Party, because most of its members were also KDS and Gadar Party Members who attended some meetings. To name a few, Bhai Bag Singh, Bhai Mit Singh, Bhai Gurdit Singh. When we look at the average minimum wages in 1920, the minimum $10.00 membership of THSSOC is an indicator of the love that this organization, and the people in that era in general, had for their Motherland India, its independence, and equal rights and citizen status in Canada. There are three most important items in this diary. 1: The speech of Babu Kapoor Singh (page 39). 2: The link of Swaraj Sabha with Baba Gurdit Singh of Komagata Maru (page 48). 3: Signatures of Babu Kapoor Singh and Gurdit Singh (page 22 and 23). Based on the contents and information contained in this diary, it is clear that this is a very valuable document. It gives a deep insight into the Independence Movement of India in Canada, and their struggle to achieve equal human rights, not only in India but also in Canada. -Kalwant Singh Nadeem Parmar 2 DATE ITEM July 5, 1920 1 1:- On July the 5th, 1920, League held its meeting to elect its office bearers in the lower hall of Gurdawara. Following persons were present- 2:- 1: Mr. Rahim 2: Munshi Ram Ji 3: Babu Kapoor Singh 4: Sohan Singh 5: Bal Mukand 6: Bhai Mit Singh 7: Batna 8: Harbant Singh. 3:- Bhai Mit Singh read the minutes of last meeting and Mr. Rahim was elected the President of the meeting, unanimously. After he sat in the president’s chair, office bearers election commenced. 4-1:- Munshi Ram proposed, Babu Kapoor Singh second it, Mr. Rahim was elected the President of the Committee (League). After this, Bhai Mit Singh declined to become a secretary even on every ones proposal and repeated requests and insistences. 4-2:- On Harbans Singh’s proposal and seconded by Bhai Mit Singh, Munshi Ram was designated as Secretary. 4-3:- Harbans Singh was nominated as assistant secretary to work with Munsi Ram and the motion that, ‘he will work in the office’ was carried. 5:- On Bal Mukund proposal and Kapoor Singh seconded it, Mit Singh was designated as Cashier. 6:- Passed unanimously that, ‘Rule and Regulations’ (Constitution) of the League be printed in English and translated into Gurmukhi. Cashier Bhai Mit Singh and secretary Munshi Ram should be authorised to sign the cheques. (Carried) 9:- Next - The meeting was adjourned till end of July. (End of page 2) 3 N. P. Word Bhai stands for Mr. 3 July 17, 1920 Today’s date was fixed to hold the meeting and the league’s executive to be present at league’s office - 1717 2nd Ave W. But, only four members – Munshi Ram ji, Bhai Mit Singh, Batna and Harbans Singh showed up at the fixed time. Due to lack of quorum and after waiting for some time, on secretary’s decision, the meeting was postponed to July 24. July 24, 1920 Today, the league’s meeting was held at the league’s office -1717 2nd Ave W. Five members - Munshi Ram, Kapoor Singh, Bhai Mit Singh, Harbans Singh and Bhai Batna were present. 1:- Circular was read and accepted (unanimously) to be printed and sent everywhere. 2:- Passed that - for the time being, we (League) should print some membership forms on litho. 3:- After inquiring, 500 to 1,000 copies of the League’s laws and bylaws (rules and regulations) should be printed. Gurdwara Stockton should be contacted and asked in writing if it can print it for us. If it can - then get it printed from there. 4:- Munshi Ram proposed that - A Muslim brother should be our member. Passed that – either Subdulla or Mohammud Akbar should be contacted. 5:- Passed that – 1,000 letterhead and 500 envelops with league’s name should be printed. (End of page 3) 4 July 24, 1920 6:- Bhai Mit Singh presented that ‘Diwan’ (Khalsa Diwan Society of Vancouver BC) has received a letter from Hong Kong. At least twenty people are there and C.P.R. is not issuing them tickets. League should do something for them. Passed that - On behalf of the League, Harbans Singh and Babu Kapoor Singh should go and enquire from C.P.R. officers and find a solution to resolve this problem. 7:- Munshi Ram proposed that League should import, ‘Bang-e-India’ from India or London and many other Gurmukhi books and newspapers. This proposal was deferred to deal with at some other time. The meeting was adjourned after deciding that next meeting would be held on July 28th at Mr. Rahim’s residence. ======== ============== July 28, 1920 The league’s (Executive) committee held its meeting at Mr. Rahim’s residence. Five members - Mr. Rahim, Munshi Ram, Babu Kapoor Singh, Bhai Mit Singh and Harbans Singh were present. 1:- First, the printed membership Application Form was presented. It was accepted. After this, that letter, which came from Hong Kong to the secretary of Khalsa Diwan to make some arrangement with C.P.R. (for twenty men) to come over here, was read. Passed that they should be helped. (End of page 4) Note: Phrases and words in brackets are translator’s to clarify the subject matter. 5 July 28, 1920 After this – Bhai Bhagwan Singh ji, president of Khalsa Diwan (Society) Vancouver and Bhai Mit Singh ji, secretary of Diwan, said that both of us have been sent by the Khalsa Diwan (Society) to meet League committee. Last Sunday on July the 25th, We - The Diwan Committee - called a special meeting by sending letters to everywhere to take a decision on sending the fund money to the Country (India). And after a long discussion, this decision was taken that – ‘All the funds, that have been collected so far, is Diwan’s effort. Therefore, total Dollars (money) either in the possession of League or Diwan, Diwan will send it itself and on its behalf. And in future, any work undertaken will be carried by League.’ 4 3:- In reply to above (statement) I, Munshi Ram said that – If Diwan wants to send money itself separately under its own name then it can send that money which is in its possession. But, it has no right on League’s money. On this it was passed that League will call its full committee meeting to take a decision on this matter. The secretary was assigned to inform every member. Mr. Rahim said that – whatever decision Diwan had made in July 25th meeting, its one copy, under constitution, should be presented to League and be given to the secretary of the League. 4:- Babu Kapoor Singh said that – Undersecretary should be paid full pay. It was seconded by Munshi Ram. On Mit Singh’s request and with the permission of President, the meeting was adjourned. Next meeting to be held on August 15th at 12:00 noon. (End of page 5) 6 August 6, 1920 1:- A special meeting was called on August 8 on the death of Maharaj Tilak and discussed - how to pay sympathy, homage and respect? Mr. Rahim, Munshi Ram, Babu Kapoor Singh, Bhai Mit Singh and Harbans Singh were present in this meeting. Bhai Mit Singh said that – What is written about Maharaj Tilk in newspaper (The) ‘Province’; a telegram should be sent to Mr. Hardikar in New York to verify the authenticity of this news. Carried. 2:- Kapoor Singh proposed that a condolence telegram should be sent to country (India) on receiving the reply (if verified true). Carried. 3:- Harbans Singh proposed that – As Mr. Maharaj Tilak was a leader of a great country, so the telegram should be sent to the Head Office of Congress (Party). 4:- Kapoor Singh proposed that copy of telegram should be sent to Congress offices in each Province. Carried. 5:- It was passed that - the printed copy of the telegram should be sent to every famous (popular) newspaper and one special copy should be sent to Sikh League in Amritsar. 6:- A Memorial Fund should be opened in the name of Maharaj Tilk. 7:- Passed - that Undersecretary be permitted to send a telegram to Country (India) on receiving a reply from New York and telegram should be shown to Mr. Rahim. (Received / Sent) And the drafted telegram should be written in the minute book. 8:- Passed that – The Diwan should be requested that – Diwan and League should send a joint telegram. 9:- A cheque in the amount of $55.00 was written for the telegrams expense. 10:- Passed that – League’s rubber stamp should be made. (End of page 6) 7 The draft of the telegram sent to New York is as follows – Mr. N. S. Hardikar, 1400 Broadway New York. Hindustani Public of Canada Deeply mourns Death of Maharaj Tilk - What form of National activity to commemorate his memory is taken in India. Who are the committee. We want to contribute there to. Reply by wire. Secty. United India Home Rule League 1717- 2nd Ave W. Vancouver 11:- After this passed that – A Akand Path or Simple Path should be commenced in the memory of Maharaj Tilk. This should be done with full consent of Khalsa Diwan (Society). After this. On the request of most members the meeting was adjourned. The next meeting will be held on August 15, at 12.00 Noon at 1717 -2nd Ave W. Draft of the Telegram sent to the secretary of Congress – 5 Secretary Indian National Congress Bombay All Hindustani in Canada Deeply mourn Maharaj Tilk’s death. Urge all India (to) commemorate his glorious memory by securing autonomy and self-determination for India. Express our condolences to his bereaved family. United India Home Rule League and Khalsa Diwan (Society). (End of page 7) 8 August 21, 1920 League’s committee held its meeting in its office at 1717 2nd Ave. W. Following members were present- Mr. Rahim, Pandit Bal Mukind, Bhai Mit Singh, Bhai Banta, Harbans Singh and Munshi Ram and Babu Kapoor Singh, who left after giving his written detailed opinion which was read. Last meeting’s minutes were read. Accepted as written. Next, the letter from Victoria Diwan and telegram from Mr. Hardikar were read and filed. Pandit Bal Mukind proposed that Diwan and League committees have a conference next Sunday to finalized the decision on sending the money to the Country. Bhai Mit Singh seconded it. Passed that – A letter should be sent to Diwan’s committee stating - a conference will be held next Sunday in Gurdwara’s Main Hall between the two committees. Passed that - A letter should be sent to all the managers of the Mills to give leave to all Indian workers on the Akhan Path of Maharaj Tilk. And all our members should be requested to come, attend and show their sympathy if the Mills close on that day. Passed after discussion that – the matter re: the pay of office worker be resolved in next Saturday’s meeting. Next, with the permission of the president, meeting was postponed till August 21, 4 PM. (End of Page 8) 9 August 21, 1920 League’s committee held its meeting at 4 PM in its office -1717 2nd Ave W. Following members were present – Mr. Rahim, Munshi Ram, Bal Mukind, Kapoor Singh, Harbans Singh, Mit Singh and Bhai Banta. Last meeting minutes were read and accepted unanimously as read. Letter from Stockton Diwan’s secretary was read. Letter, along with money, from the associate of Lady Smith Lumber Co. was read and was accepted with great gratitude. Passed that a letter of thanks should be written and sent to them. Letter from Victoria was read again. Passed that – Babu Kapoor Singh, Bhai Doman Singh and Bhai Harbans Singh will go there after setting a meeting time with (Victoria Diwan) to collect funds and enrol new members. Babu Kapoor Singh proposed that Under Secretary shouldn’t be a paid person and in this meeting a person should be ready to worker honorary or on less pay. Otherwise, the work will stop. Mr. Rahim seconded it. Mr. Bal Mukind responded – It’s very difficult and impossible to get a person in short time and so quick. We need some time. Mit Singh seconded it. Passed that - It should be tabled till next meeting on September 11th 1920, 4 PM at 1717 2nd Ave W. Passed that – A letter should be written to Dr. Hardikar (end of page 9) to ask if he sent any letter to League after the telegram. On presenting Undersecretary’s salary bill, Bal Mukind said that we, the executive members, will pay his salary privately and it will be considered as honorary. All members thanked him for this decision. Mr. Rahim seconded it and passed. Note:- Here the diary stops abruptly. Even the next two pages 11 and 12 are blank. On page 13, a new organization comes into existence and takes over. 6 It’s very hard and difficult after one hundred year to visualise the situation and find a reason why this organization closed? 13 MINUTE BOOK EK ONKAR SAT GUR PARSAD (‘With the grace of one GOD, who is True.’) (The Sikh Grace) THE HUNDOSTAN SWARAJ SABHA OF CANADA (The India Independence Society of Canada) January 14, 1921 Today, under the patronage of Khalsa Diwan Society, a meeting of undistinguished Indians was called for the purpose to form a National Society, in the basement hall of Vancouver Gurdwara. Meeting time was 4 PM. Many brothers were present at time. On the proposal of Gurdit Singh and seconded by Master Harnam Singh, Kapoor Singh was nominated as president. On Narang Singh’s proposal and seconded by Harnam Singh, Bhai Mit Singh was designated as secretary. After long discussion, Gurdit Singh presented that – To achieve our goal and fulfill our aim, today, we should nominate some brothers in the form of a committee, who will, prepare the ‘Rules and Regulations’ of the new Society (League) under the guidance of Khalsa Diwan Society. Mohammad Akbar corroborated it in very strong words. It was further authenticated by Bhai Mit Singh. The proposal was accepted unanimously. Accepted unanimously. (End of page 15) 16 January 15, 1921 THE HUNDOSTAN SWARAJ SABHA OF CANADA Proceedings (The India Independence Society of Canada) 2:- Babu Kapoor Singh proposed and Munshi Ram seconded it that - The Rules and Regulations of the United Home Rule League should be Rules and Regulations of this society. On the request of Gurdit Singh president read it. They were accepted with little change. 3:- Gurdit Singh proposed that – Diwan is a reliable society and our work cannot be completed with out the reliability and help of Diwan. So we should always take one person on behalf of Diwan as president or as a representative to sign the cheques so that all our countrymen have faith that their rendered help is not misused and spent on unfit work. Bhagwan Singh substantiated. Accepted unanimously. 4:- Mit Singh Proposed and Munshi Ram substantiated that – Whenever this society collect donation for the National Purpose, it should get permission from Diwan. At present, we don’t know what works we have to do, even than we have to have a committee because, in our country, a National war is on and no one knows how long it may last. Passed. 2:- Pandit Bal Mukand proposed that – Quorum should be of seven (7) members. Pakhar Singh substantiated it. Carried. 3:- Bhai Hakim Singh proposed that – An enquiry should be made into the Komagata Maru Fund. Mit Singh seconded by. Ishar Singh substantiated and said this matter shouldn’t be discussed without a general meeting. Because this matter is in the hands of a special committee. So, the Society cannot interfere in this matter and should not interfere in it. 4:- Bhai Hakim Singh proposed that – An enquiry should be initiated, to find the reason why those telegrams, which were sent to Country on our (Sabha’s) behalf had not arrived? Passed unanimously. 17 2:- Bhai Hakim Singh proposed that - Bhai Mit Singh should be asked about the account of, The United India Home Rule League. On this (matter), Bhai Mit Singh showed the Bank Book. There was $78.70 in the League’s account. 3:- Bhai Mit Singh proposed that – Mr. Wadia (Parsi) lecturer - who is come to Vancouver to give lectures – if he is of the same opinion as us, then he should be welcomed. Passed. 5:- Ishar Singh read Chaudari Faqir Chand’s letter in which, a boycott with Canadian Japanese was mentioned on the arrest of Indian dealers in Japan. I (writer) said that – It’s a big question and the Committee, on its own, cannot take a decision. And Chaudary should be asked to bring that newspaper in which this is published.
